The rules that decide whether you can legally let a home — and how to stay ahead of every expiry date.

The rules, in plain English

Band E is the floor

Since April 2020 it has been unlawful to let a home in England or Wales rated F or G, including existing tenancies, unless a valid exemption is registered.

Penalties reach £5,000 per property

Local authorities can fine up to £5,000 for letting a sub-standard home, and publish the breach on the exemptions register.

Exemptions must be registered, not assumed

Exemptions such as the £3,500 cost cap, refused consent or a devaluation report last five years and only count once entered on the PRS Exemptions Register.

You need a valid certificate before you market

A certificate must be commissioned before the home is advertised and shown to any prospective tenant free of charge.

These are the standard measures printed on EPC recommendation reports, with the typical published costs and savings. Your own certificate lists the ones that apply to your home.

  • Hot water cylinder jacket

    Save £35/year

    Cheapest measure on the list. Fits in ten minutes.

    Cost £20 – £40+1 to +3 points
  • Low energy lighting throughout

    Save £45/year

    Assessors record the share of fixed low-energy lights, so swap them before the visit.

    Cost £30 – £80+1 to +2 points
  • Loft insulation to 270mm

    Save £170/year

    The single cheapest win in most older houses. A day's work and no disruption.

    Cost £300 – £600Up to +1 band
  • Cavity wall insulation

    Save £235/year

    For homes built roughly 1930–1995 with an unfilled cavity.

    Cost £500 – £1,500+1 band

Spend about £850 → save £485 a year on bills

Efficient homes also sell for more. Work published by the government on energy performance and sale prices puts the uplift on this kind of spend in the region of £3,188 — treat it as a guide, not a valuation.
